On November 3, Port of Houston, a major international port in the USA, announced that it would implement a Sustained Import Dwell Fee at the beginning of December 1, 2022. According to the Port of Houston, that is to mitigate the issue of long-dwelling loaded import containers. Currently, imported goods have shifted from the west coast to the ports along the east coast and the Gulf of Mexico, resulting in a large number of goods flowing into Houston Port, which is under great pressure. In August and September this year, the container throughput of Houston Port reached a historically high, and the surge in cargo volume also led to the prominent problem of port congestion.
Roger Guenther, Executive Director of Houston Port, said that the Import Dwell Fee is in line with the interests of all parties in the supply chain, can reduce the container detention time and ensure the efficient operation of the port.
According to the Sustained Import Dwell Fee, the charge will be $45 per unit per day beginning on the eighth day after the expiration of free time. And the fee will be charged directly to the Beneficial Owners (BCOs).
